If you need to paint - A No 'VOC' paint is best where birds are concerned. They might be a little higher in cost, but not much. It is a little more inconvenient to find/buy as you usually have to go to a paint store as most general retailers like Home Depot, Lowes, etc don't usually carry them.  (You might be able to get them to order some for you.)  Isn't your bird worth it? 'VOC' stands for "volatile organic compounds". They are what produce a breathable gas when applied, causing the smell and breathing problems in sensitive people and birds.
